2025年9月8日，中共中央總書記、國家主席、中央軍委主席習近平給全國特崗教師代表回信，並向全國廣大教師和教育工作者致以節日祝賀和誠摯問候。2025年9月10日是第四十一個教師節。
Chinese President Xi Jinping, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, sent a letter in response to the representatives from the Special-Post Teachers Program, and extended greetings to teachers and educators across the country on September 8, 2025. The 41st Teachers' Day fell on September 10 this year.

“特崗計劃”（農村義務教育階段學校教師特設崗位計劃）是國家為改善農村義務教育師資結構、促進教育均衡發展推出的重要政策。很長一段時間以來，偏遠貧困地區農村中小學麵臨合格師資難以補充和鞏固的困境，嚴重阻礙了義務教育質量的提高和城鄉教育的均衡發展。為破解這一難題，2006年，教育部等多部門聯合啟動“特崗計劃”。通過公開招募高校畢業生到西部“兩基”攻堅縣縣以下農村義務教育階段學校任教，引導和鼓勵高校畢業生從事農村教育工作，逐步解決農村地區師資力量薄弱和結構不合理等問題，提高農村教師隊伍的整體素質。從第一批特崗教師招聘至2025年，該計劃已走過整整20載。20年來，“特崗計劃”已成為農村義務教育階段師資補充的核心機製。
“特崗計劃”在西部11個省（自治區、直轄市）以及納入國家西部開發計劃的湖北、海南省部分“兩基”攻堅縣和新疆生產建設兵團的部分團場實施。特崗教師在中小學現有編製內，實行聘任製，公開招聘、擇優錄用、合同管理。“特崗計劃”教師聘期3年，聘任期間執行國家統一的工資製度和標準。同時，地方政府還要負責為特設崗位教師解決相關周轉住房等生活條件。聘期滿後，鼓勵其繼續從事教育工作，並允許自主重新擇業。
“特崗計劃”實施20年來，已累計為中西部地區22個省份、1000多個縣、3萬多所農村學校選聘教師118萬人，推動農村教師隊伍建設取得積極成效。“特崗計劃”的實施大幅提高了農村教師隊伍學曆水平，有力改善了農村教師尤其是邊遠村小和教學點教師老齡化問題，強化了薄弱學科師資配備。
